I haven't any suggestions for you Sue, but I have a similar mystery in my OH's tree.

In 1911 his g grandparents are listed as living with a daughter and a niece. We always thought that the two girls were sisters, so I ordered the niece's BC only to find out that g grandma was the mother, but the father was g grandma's 1st cousin and g grandma and the child had his surname!!! G grandma was still married to g grandad. The child's father died in 1904 and it looks as if g grandma went back from Surrey to Devon to g grandad, taking her 'niece' with her. When this 'niece' married it was with g grandad's name. He must have been a tolerant man as well!
