I've found Eliza Tomlin in Higham. The previous page is page 6. I can't see the household you mention on p 5, 6 7 or 8.

There is nothing unusual here as the last three were ag labs working on the farm.

Thanks all above, but none of you have located the family I am referring to, which is in Gravesend/Milton. I can't see how to get a reference using thegenealogist. Looking at the original image, down the right it says HO 107/460/6 and at the top it says schedule 19 and at the bottom page 32. I can't see a folio. The family is the last one on the page, but possibly ignoring the final entry which may be a different household. I can't read much of the writing. I'm not sure if John Webb is part of the same household, but if he's not there does not appear to be an adult head. After the Webb family there is a household with children aged 15,8,9,7,7,8,7 with several different surnames.

Looking at the image there is a separator / after Ellen aged 5. The occupation of Charlotte appears to be Governess, and John, although difficult to make out, could be Teacher.

                      in 1851 it says:

                      Municipal ward Gravesend

I think that's cracked it, but must be a very small school, Maybe for orphans or for children of farming families which don't have a school within reach.
