Almost 8% of people where my grandparents lived in 1961 (including them) in Lancashire had an outside toilet. They had a plumbed in bath though, it was freestanding on four legs in their bedroom and had a gas geyser for the hot water.

Just the same as my granny in Barnsley, Yorkshire. The bath in the bedroom was just like that. The outside loo was down a flight of at least 8 stone steps with no handrail. Nightmare in the frost! We had chamberpots under the bed to use at night.
