Short of going to the local registration offices to see if they ever got a full version, I am stumped. Perhaps the cert was partly filled out ready for the ceremony but it never took place. Although you would have expected the vicar to have drawn a line through it in that case.

I remember some years ago, something similar to this and a very long investigation threw up the fact that the marriage had not been reported to the gro because the church performed very few marriages and hadn't filled a page. It seemed odd at the time, lol.
Seriously, I have seen a few church registers where it is obvious that the vicar or parish clerk is not fulfilling his clerical duties for whatever reason and in one case there was an explanation (in latin) that the vicar had gone doolally and everyone was very worried but not the archbishop apparently. There was a big gap in the recordings, about two years iirc.

There is a transcription (no image) of the marriage on FMP, but no explanatory note as far as I could see. I believe the original register is held at the Essex records office - you could always try e-mailing them, explaining the problem and asking them if the annual returns (BTs) for the parish are deposited and can be consulted.Janet in Yorkshire

Thank you all very much. I have been given a lot to work with. Yes I did purchase this from the Essex Archives for £2.99p. Good value even if some is missing.
There always seems to be something we have never seen before.
I will be looking at all the information properly this afternoon

It isn't a certificate, it is a register entry ( a subtle, but important difference).
For a marriage in a CofE church there would be two registers, both completed at the time of the marriage. When full,one would be kept be the church, and it would eventually be deposited with the county records office, which is the one you are seeing and the other would be sent to the Supt. Registrar of the district and kept by them.
The fact the entry is signed and witnessed would suggest the marriage took place - it is quite common for vicars to partially complete the entry before the service (which is strictly forbidden by GRO !), but it wouldn't be signed in advance.
It is an odd entry - I would contact the registration distinct concerned and see if their copy is complete.
