Help looking for a marriage anyone?

Cornelius Cook b. 6th Dec 1896, Bromley by Bow (reg. Poplar). 1939 register has him being married to Jessie but I can't find a marriage for them?

Could they have married in Scotland? His service record on ancestry says he was in the Royal Navy. They probably met while his ship was in Leith at the end of the war or maybe during the war and Jessie agreed to wait for him to return?
