Hello - and welcome to FTF.
I think that this page looks promising: http://www.workhouses.org.uk/Sheffield/
but:
Records
- Sheffield Archives, 52 Shoreham Street, Sheffield S1 4SP. Holdings comprise: Guardians' minute books (1890-1930 with gaps), Punishments register. The majority of the Sheffield Union records are said to have been destroyed when the former Union offices were bombed during World Ward 2.
Researching: BENNETT (Leics/Birmingham-ish) - incl. Leonard BENNETT in Detroit & Florida ; WARR/WOR, STRATFORD & GARDNER/GARNAR (Oxon); CHRISTMAS, RUSSELL, PAFOOT/PAFFORD (Hants); BIGWOOD, HAYLER/HAILOR (Sussex); LANCASTER (Beds, Berks, Wilts) - plus - COCKS (Spitalfields, Liverpool, Plymouth); RUSE/ROWSE, TREMEER, WADLIN(G)/WADLETON (Devonport, E Cornwall); GOULD (S Devon); CHAPMAN, HALL/HOLE, HORN (N Devon); BARRON, SCANTLEBURY (Mevagissey)...

Ah! It was an administration. Not quite the same as a will. Probably he had some property or money that needed sorting out legally and Jane Hannah had to go to probate to do it. She just left it quite a long time!
3 Court Westbar was probably not his own house but the address where he lived before being admitted to the hospital in the Workhouse.
