Have you found them together as a family in 1901, if so can you give the census reference.

There's a William Charles HORTON of the right DoB & PoB, together with wife and two children, in Aston Manor

Similarly, there's a Frank James HORTON of the right DoB & PoB, together with wife and five children, in Erdington.

There's a possible George HORTON (no middle name specified) in Redditch with his wife of nine years (all five of their children had died - heartbreaking).

Another George HORTON (no middle name specified) is in Swindon, with wife and three daughters b Bromsgrove ca 1876.

I reckon that the most likely explanation is that
              James HORTON d 1906q4 Birmingham, aged 57.
Daughter, Mary, married Thomas GREGORY in 1897q4 in Dudley, (Rowley Regis, St Giles) ~ see W Midlands BMD
Widowed Harriet HORTON, aged 62, b Oldbury, Worcs, is MiL in the household of Thomas and Mary GREGORY in Dudley, in 1911.

It occurs to me that there may be someone on the Birmingham forum (http://forum.birminghamhistory.co.uk/forum.php) that could help you with some specific records.

Great theory, but Elaine's marriage find looks much more likely!

Now I reckon I've got her!

FreeBMD has this marriage (which may be in the LMA records on Ancestry?)
                1882q4 M ~ Lambeth ~ BARKER, Eliza Salisbury & FALKNER, John Charles

In 1911, there's a widowed Harriet HORTON, aged 61, back in Pershore, as SiL with John Charles & Eliza FALKNER.

There's a Birmingham death of Harriet HORTON, aged 79, in 1928 (see FreeBMD)
