Looking for Peter Lewis born in Gloucestershire

Hi,
I am looking for Peter Lewis born abt 1867 in Cinderford,Gloucestershire,he married Sarah Bennett born 1870 in
Wolverhampton in 1887.
Children Sarah Ann Lewis 1889 died 1894 in Oldbury
Peter Lewis born 1891 in Oldbury
I think there was also another Harriet Lewis abt 1894 in Oldbury.
I also think Parents Peter and Sarah died in 1893 and 1894.
As the 2 children were staying with relations.

Anyway i cant find Peter Lewis Snr on the 1871 or 1881 census
I found them on the 1891 Peters mother a widow.
Living in Oldbury but under the name of Rogers,the family before them were Rogers
so they were put down as Rogers,well i hope it is them.
I like to know where Peter Lewis was in 1871 and 1881.
If anyone can help i would be very grateful.

They were Boat people.

Can anyone find Peter Lewis on the 1871 Census please,
I have tried but had no luck.
I would be grateful for the help.

Just to say I have looked but struggling to find anything for 1871.

The 1881 census shows a big gap in the children, with Peter age 12 and George age 1 month. The birth certificate of George might help as it would hopefully give Emma's maiden name and then help to find a marriage for Emma and George.
