I'm asking you this question, but I don't hold out much hope as I haven't got much information on him.
I don't think any of the family were baptised so nothing there.
The only census he appears on is 1841 unfortunately.
That gives me his approximate birth of 1821 in Kent
He was living in Dover with his parents William & Jane Russell
Also his brothers Edward, George and Alfred.
I've found the brothers on other census and I know they were all born in Dover.
Father William was an Ironmonger, but William jr and Edward were shoemakers
although Edward eventually became a Master ironmonger.
William Russell is a common name so that makes it even more difficult to prove his identity.
The other bit of information that might be relevant is that his parents, William and Jane married in Birmingham in 1820. William jr was born in kent in 1821.
