If you ask on the Birmingham History Forum http://forum.birminghamhistory.co.uk there are people with access to a large number of trade directories and local knowledge that could tell you when the photographer was at 176 Ashted Row.
Joseph Cottrell photographer was there in 1892. Not in 1908 but in 1879 Joseph Cottrell is a confectioner.
Sorry I don't have any more directories but you could try looking for H.W. Cottrell in the censuses.
