Obtaining Birth Records etc., from France

I have searched the web in an endeavour to discover addresses for application of Vital Records. There appears to be a lot of information about the different districts "Arrandisements" (I suspect that is wrong!!) but no specific addresses to actually contact.
Help, please. I have ancestors born in Paris in late 1850's 60's.

Also, have you looked at the France page in our Reference Library?
