Val, have you traced Frederick back to the 1851 census - does he have any siblings?
I'm thinking you might be able to match the family with LMA baptism records which might give an accurate date of birth.
tried that Elaine trouble is he isnt with his parents on any census so not sure what to look for, in 1903 when he married said his father was a Joseph a Cattleman??

Probably on the wrong track altogether, but in 1841 there is a Joseph Hill and Eliza Stephenson listed as servants at 17 Hamilton Terrace, St Johns Wood.
There is a marriage listing at St Georges, Hanover Square, Sept qtr 1841 for a Joseph Hill and one of the female names is Eliza Stephenson.
Don't know if this is connected to Frederick - maybe one to file away to look at later?
Just curious can you give me the actual refs for the 1871 census you believe is your Frederick. Only asking as i'm not sure I found the same one - yet.
the one I found shows a daughter called Perpetua bn 1868 is this the same one who later shows as Elizabeth in the later census.

Wendy yes thats him with his first wife found that girls Birth and what a name??? no wonder she called herself Elizabeth on other census records
Perpetua Hypatia E Hill so reckon the E is Elizabeth ? she died in 1899 and her mother we think in 1902?
Would you consider obtaining Perpetua's birth cert to find her mums maiden name? And then maybe find Fredericks first marriage to Elizabeth and see what info there is on there marriage cert to possible help find Fredericks birth family
