I can't see any other way to interpret it, so I think you're probably right. I've never seen a register written like this before!
Looking for Bysh, Potter, Littleton, Parke, Franks, Sullivan, Gosden, Carroll, Hurst, Churcher, Covell, Elverson, Giles, Hawkins, Witherden...

Yeh, I think so. The dates in the margin are all various years (1821/1824 and so on) so these must be birth years..

I think that's how I would read it.

I thought the registers were in a standard printed form by then?

It looks like it's been copied into the register book from notes made earlier. See how he has crossed out an entry which had already been copied in - I expect he'd put that bit of paper on the wrong pile, lol.

Dates of Birth and Dates of death are often noted in Parish Registers it just depends whether the vicar could be bothered to follow the requirement to do so laid down by the various Acts of Parliament.

Some did for example the Bottesford register between 1786 and 1793 and between 1797 and 1812 and also between 1846 and 1856 the baptism register recorded births as well.
Similar periods of recording births and deaths may be found in registers up and down the country.
                    Cheers
                    Guy

If you look here Val, there's a "proper" baptism entry, lol. I think the other is some sort of rough copy or maybe a Bishop's Transcript.
