Prsumably it's the address!
I have found a reference to Church Flags, Walton Village by googling - it appears on a 2003 planning application document - but I can't seem to pinpoint it on a current google map.
"Church Flags was a small row of cottages that ran out from the Church into Walton Village proper - there are still houses there, but they've been rebuilt into new terraced houses." See this link for more: http://newsfeed.rootsweb.com/th/read...-05/0894130139
I have just contacted liverpool council to see if they can help. I have been given details of who to ask for regarding this on an e-mail as they dont take direct calls.
church flags is part of the conservation area and I am hoping they can give me some more information as to why.

I did a google search on Church Flags this afternoon and found your post, So I have just registered to tell you that I have several photographs of Church Flags Walton. Need also to mention I am a silver surfer and this is my first forum, so patience may be needed before I get the pictures to you.

Now that I know you can see the pics, I think no 10 may be the first cottage(shown on the top second pair of photos). My Grandmother spent her last years there, she died in 1949. The houses that seemed to be built on the footings of the cottages were still standing in 2007, but as you can see on the 2009 google picture , are now demolished. The bottom picture on the first set is around 1952. Hope this helps
