Searching for individuals with missing sources on Legacy

I cannot seem to get Legacy to give me a list of individuals in my database who have no sources. I know there is a good amount but when I get the result from Legacy it includes everyone. I go to:
SEARCH
FIND
MISSING SOURCES
I check EVERYTHING (meaning that nothing has a source)
and then CREATE LIST

Even when I check the other boxes like ANYTHING or any other options I cannot get a list of individuals who do not have sources assigned to them.
Does anyone know if there is a step I am missing?
I even tried to tag everyone in the database to se if that was necessary for a search, but no luck.

Before you check the EVERYTHING box, clear all the other boxes by clicking on the CLEAR button. Not how you would think it would work, but it seems to.
