Seeing as George would only have been 12 when Emma was born would you say Emma and Isabella are Sheba's children by another marriage and the other children are George and Sheba's

There is a possible marriage on Ancestry in 1831.
It shows them as bachelor and spinster, so perhaps the older children are Sheba's before marriage.

There are baptisms online showing George and Sheba as parents of Sarah and James.
There was also an elder daughter Sarah Ann
bapt 24 June 1832, and buried aged 14 months.
