The x is for December ...... Dec = 10th month = x in Roman numerals
... and of course it was still 1690 because the year changed on 25th March at that time. In other words it would not be 1691 until the March immediately following this Feb in the document.
So should x=October??...December changed from being the 10th month to the 12th after Julius and then Augustus Caesar each added a month because they thought they were important.

Well December is the twelfth month NOW but its name is DECember which still means the 10th month as it once was, long, long ago (sorry not too strong on dates!). I assume that's why it is abbreviated in that way.
OCTober means the 8th month!

OCT = 8
NOV = 9
DEC = 10
