If 2 sisters have same BMD ref, could they be twins?

Both birth reg 12/1851 with same Vol and page number and district.
I know they are sisters from census. Could they be twins?

If they are the same age on the census, there's a strong presumption of twins. Get saving up your £14 and/or looking for a baptism record.

Thanks Uncle J. It is a friend's tree and I don't need to know this to prove links to prev generations etc so I don't think he will fork out.
He will have to find a friend who can go to Records Office to know if that is true.

Yes...their birth reg 12/1851 and on census they both have birth year 1852.
