I think it will be a spelling variation of the name that is causing the problem and William, Head of family, might even be dead. I have searched with all members of the family in both areas of Oswaldtwistle and Accrington but can't find.
This is them in 1891 and 1901:
1881 William Cockshutt b1836 Oswaldtwistle. Draper.
Household – all b Oswaldtwistle:
Wife: Mary M 45 b1836
Dau: Jane A. 18 b1863 Dressmaker
Son: John 17 b1864 Scholar
Dau: Mary A. 9 b1872
349 Union Rd, Oswaldtwistle. Reg district: Blackburn, Lancs.
1901 Cannot find William but the years of birth and names fit, all b Oswaldtwistle. Accrington is just up the road to Oswaldtwistle:
Head: Mary Cockshutt 65 b1836. Married.
(NB not widowed but might not be correct)
Dau: Jane A 38 b1863
Dau: Mary A 29 b1872
