This is a picture of my late Mother-in-law's mother Harriet, born in 1878.

Harriet was aged 25 on the marriage certificate when she married my m-i-l's father Edward Weeks in Kenilworth, August 1902, so I'm guessing it was taken before then.
Do you think it was possibly taken to celebrate her 21st birthday?

I'm not an expert, but the sleeves definitely look late 1890s to me. I checked in a book I have on the history of costume, and it would definitely fit with around 1899.

A 21st birthday is a good a guess as any - photos were often taken at special occasions.
