The ship could have stopped over at Southampton or Liverpool or London in its way to New York.

Recent international shipping certainly had passenger manifests, and even some quite early ones for long-distance voyages. What sort of date are you asking about?

Then FMP has these outbound ones:
            Passenger Lists Leaving UK 1890-1960

I guess it would be Ancestry for inbound ones:
            UK Incoming Passenger Lists, 1878-1960

There are a few online passenger manifest transcriptions elsewhere, but googling may be as good a bet as any. Otherwise, it might be worth rooting around in the Wiki, to see if there are any useful links for you there.

I don't think any passenger lists have survived for short journeys, unfortunately.

I've found a few travelling Cherbourg to Southampton, a short hop on a transatlantic liner.

Yes, you'll find passengers who were on ships making long voyages even if they embarked/disembarked at somewhere other than the beginning or end of the voyage, but I don't think any lists have survived for ships making short trips like France-England or England-Ireland.
