Certificates can be ordered from the General Register Office (not National Archives) - cost is £7 which includes worldwide postage (providing you know the GRO reference).

You are presumably looking at Documents Online - depends what you are looking at - could be Wills, Army medal cards, war diaries, service documents etc!

If you look very carefully at the TNA site you will find that you can download from TNA certain documents like wills/medal entitlements etc for your £3.50 but NOT certificates as Elaine has said.
