The 1911 census is on a dedicated ppv site and will remain there for some time (probably three years, if the 1901 is anything to go by).
Whether it will be cheaper to buy credits as a member of FMP I don't know, but I shouldn't think so, as the 1911 site has several financially interested owners beside FMP.

The FAQ on the site give some info. Certainly subscription won't be an option for some time - but FMP credits are/will be usable on 1911.
