I wouldn't attach James to John and Frances just yet - Although it is possible that he was illigitamate (sp) and they married a few years later but then he would have been baptised Pope.
If only there was someone listed on the Wiki for RO look-ups

There are other Flatts listed born in Norfolk RG9; Piece: 1217; Folio: 196; Page: 14; GSU roll: 542777. - Norwich
in 1851 found

Sarah Flatt age 65 Wimpole, Suffolk HO107; Piece: 1815; Folio: 308; Page: 38 - Norwich
So walking distance back then - 3 miles was not very far at all
I was looking at a list of Suffolk stays on the 1861 census for Norfolk and saw Harriet Flatt RG9; Piece: 1217; Folio: 198; Page: 18 - I notied her purley becasue of the Walpole link, she was born 1811 (just after the marriage of Sarah and John in 1810, if the submission is to be belived)
So possibly another daughter to John and Sarah. Still doesn't help with the other, but it a new name to play with.
In 1861 Harriet is unmarried, can't find Harriet in 1871 but in 1881 and 1891 up she pops as mother to Thomas Flatt age 38 (48) born Norwich, Book binder (maybe same Thomas with John and Sarah in 51 and 61
It also shes her as a widow in 1881 and single again in 1891 - could Thomas have been illigitamate and raised by her parents?
