If you want to know who was living there in 1900, if you send a nice polite e-mail to a place that holds the electoral rolls (major library; local history centre; county records office) they will probably look it up for free. But it would only tell you male inhabitants eligible to vote (ie over 21 and I think houseowners).
Rates/rent books or street directories might give names, these would if they've survived also be in the relevant county archive/local history centre.~ with love from Little Nell~Chowns, Dunt, Emms, Mealing, Purvey & Smoothy
