Don't see why Fuller shouldn't be a first name. I have someone with Robinson as a first name. It's probably a clue as to who dad was.

If you search on FreeBMD for Fuller as a first name there are a surprising number. It seems to be a boys name though and the census entry is female. There are a few female versions on FreeBMD like Fulleretta and Fullerata.

it does look like Fuller, but I checked the bmd index and can't see anything remotely similar for a Wilkinson. Have you found her on he 1871 census?

Fuller is listed on census as a girl aged 12 months (which I guess is a year) born in Marylebone.

I checked Freebmd for all Wilkinson births in Marylebone reg district 1859-61. No Fuller, but there is a Julia birth reg June 1860.

And sadly, a corresponding death Julia Wilkinson Marylebone Mar 1862 which would explain (if it is her) why she isn't on 1871 census.
