I may be missing something, but I don't see any obvious sign of any of his family on the 1851 census, and no deaths show up on FreeBMD.
        Might he have emigrated?

Could this be him on FMP:

        First name(s) William
        Last name Horton
        Sex Male
        Age 54
        Birth year 1806
        Birth place England
        Origin country England
        Year 1860
        Destination country United States
        County Edwards
        State Illinois
        Country United States
        Source dataset Us Census 1860

If you can find the original record perhaps he'll be listed with some of the family?

Edit: But Katarzyna's suggestions looks better!
