There’s a lot of Charlottes in the parish of Southwark but I can’t get ancestry to give me an address field in 1861. Maybe somebody with FMP can find it. Are you expecting her to be on her own or a servant or with a family. An idea of age or expected occupation would be helpful if you have it.

I get the impression of a very fluid population in the area with a high turnover in most properties, and very likely a high number of people missed off the census.
