You obviously have the name, exact date of birth and birthplace, so you can apply to the GRO or Luton Register Office for a birth certificate. That's the only way you will find the father's name and possibly the mother's name if she registered the birth.

Birth certificate should have both parents' names, certainly mother, father as well if parents were married, or he went along with mother to register the birth. It's marriage certs which only have father named in England and Wales
