Well this would appear to be the details for his birth -
HARRIS, WILLIAM CHARLES - mmn CLEMENTS - 1888 M Quarter in ASTON Volume 06D Page 301
and this the details of the parent's marriage - Marriages Sep 1879 - Harriet Clements - Birmingham 6d 31 to a possible Samuel Harris. This would give you details of their father's names and occupations if you want to go backwards.

A quick look at the 1891 and 1901 census seems to suggest that they had at least 8 children, including William Charles.

As Margaret has said you can search for this info for free online with FreeBMD. The best way to see if he married or not would be to try and spot him in the 1911 census. As he was born in 1888 the likelihood is that he married around the age of 21 which gives you a date of 1909 to begin your search.
