can I assume a child in there in 1871 although both parents are alive ,was in for being trouble?

No, I don't think you can assume that, Val.

Any number vof reasons ( depending on age of child) - abandoned by parents, parents were unfit, child was ill or handicapped etc. I have a relative who was a workhouse inmate from toddler to age 39. She was deaf and dumb. Her father paid a small weekly sum for her upkeep.

        Apparently the records exist:
Limehouse children's establishment admission and discharges, September 1868-1873. Limehouse creed register, 1869-1873. Limehouse register of deaths, 1866-1873.
