Can anyone work out this place of Birth please?

I have searched maps and Genuki but cannot see anything like it. I'm not very familiar with the area. I was hoping it was somewhere around Ashton under Lyne.
It was transcribed as Waterford.

There is a place called Waterfoot in Lancashire, near Rossendale.
