    following on from my previous thread re; Arthur Charles Kilby (a man of many aliases)



    in 1919 at the end of a list of his convictions it states;

    23rd February 1918, the S of S, issued an order of "absolute discharge" under S. 16 of P. of C. Act 1908, in recognition of good services to the country.

    As Arthur seems to have been in and out of prison most of his life .... what does this mean?

    I think it refers to the Prevention of Crime act - see here - section 16 Power to discharge absolutely. http://www.legislation.gov.uk/ukpga/1908/59/enacted

    Don't know about the "good services to the country". Maybe he joined the Army and fought for his country?

      There is an Arthur Charles Kilby in the RASC. It looks as though he only joined in 1916. Maybe they would pardon prisoners if they joined the war effort. Also, Arthur being a baker, the RASC is the right regiment for him. His medals were foreited though.
