Not necessarily, UJ - I have quite a few strange-sounding addresses in the early years of the census and I think that was due to a lack of formal addresses.
I have for instance "Up the Bank" - which appears on quite a few records, not just census - "Up the Lane" "By the river" "Job's place" and so on.
