                        Just thinking aloud, but ...

                        If the local Register Offices hand over all their historic registers to the local Records Offices, then they won't be able to respond to requests for copy certificates from those registers.

                          Yes, they will.
                          They will still be able to make certified copies from the digital images, this has the added benefits of less wear and tear on the original books and a faster turn round time for certified copies.
                          In addition they will also get complete and accurate indexes.
                          A win win situation.

                                As with any records that are digitised whilst still in use arrangements are made to provide for access if required.
                                When the registers in the GRO were digitised they still had access to registers when a certificate was required.
                                It is a common problem that is coped with as a matter of course when digitising records in use.
