I don't know anything about Irish civil records, other than that some people were reluctant to comply with civil registration. So maybe the birth was registered in 1924 but actually took place in 1920?
Otherwise, then it's a transcription error, either the year of birth or the year of registration!
Its saying the other way round, birth took place 1924 and was registered in 1920, unless of course the registrar entered the details in the wrong boxes
