she must have registered the birth if there is a certificate, surely?
Did Harriet marry at some point? maybe lillian was raised under a step fathers name?
Could this be her?

It seems a bit odd that she would just abandon the child and leave no trace of existing afterwards. Did she perhaps not survive after childbirth and the informant was unaware of the name of the father? There is a chance that any subsequent event didn't make the GRO register for several reasons. A missing marriage entry for example makes a death search virtuslly impossible because you don't have the married name to look for.
Anything in the 1881 or later? perhaps using just her forename and year/place of birth combinations.http://www.flickr.com/photos/50125734@N06/

This probably won't help but Alice Harriett Buesden, born 1861 in Chilham, who appears to possibly be the daughter of Edwin, is listed as a visitor with a family named George in 1881. I only mention this because it's a George family who are looking after Lillian (Nurse Child) in 1881.
Alice Harriett married George Tamsitt in 1891 in Faversham.Chrissie passed away in January 2020.
